According to one expert, more tenant evictions occurred in the first 10 years after independence as a result of the process of enacting laws to abolish the Zamindari system than occurred in the 100 years prior to independence. Could Ugandaâs present proposed land reform bill not be the antidote to but the cause of the spate of tenant evictions (such as they are)? Is the medicine (land bill) unintentionally causing the ailment (tenant evictions) it is meant to cure? What of Bugandaâs disproportionate reaction to the land bill? Public choice theory dictates that when costs of a legislative policy option disproportionately fall on a specific minority and the benefits are lightly and widely dispersed amongst the majority, the minority tends to win outâpolicy defeated. The minority are incentivised to leave no stone unturned to defeat the policy while the majority could care less. Because the changes envisioned in the land bill disproportionately disparately affect Buganda vis&#8211;vis the rest of the country, it is no wonder that it is Buganda in the bullpen with the central government, sponsor of the bill. We can engage issues such as the political economy of the land bill or world food prices without relying on the squeaky architecture of tribes or class struggle or hearsay from almost fallen dictators. A school of public policy might help us along this way.</p>
